The Scottish Government regulates property factors through the Property Factors (Scotland) Act 2011. This framework provides minimum industry standards to protect homeowners using factoring services.

The Act defines the meaning of property factor. It also states that it's a criminal offence to operate as a property factor whilst unregistered and without reasonable excuse.
